There’s a straightforward and IBM-condoned method for doing that involving adding new program code or extending/expanding existing program code (class files). Over the years we’ve created many Maximo class extensions, from very small but critical ones that might only be a couple of lines of new logic to make Maximo behave better or address a design flaw to complex, new applications.  When we build class file extensions for clients, we provide the source code as part of the deliverable and can also offer code walkthrough sessions to aid in knowledge transfer so your support staff gains new skills.

Additionally, clients are often surprised to learn what we are able to do with Maximo to meet business requirements through clever configuration techniques, without actually needing to develop custom code extensions — especially later versions of Maximo such as 7.1 and 7.5.
